Still reeling from its 2013 end-of-year data breaches, Target Corporation (NYSE:TGT) is busy reassuring shareholders, investors and even congress that it has everything under control but what about the customers including those affected by the data breaches? Besides months away, “better” anti-fraud technology and credit monitoring services, has Target replaced any of its policies that got it into this mess in the first place?

Baltimore-based Under Armour Inc (NYSE:UA) rose passed $68 a share in afternoon trading, subsequent to staying below Friday's close for most of the trading day. Many local stocks were in negative territory during the September 6th trading session continuing a downward trend from Friday's overall session slump based on virtually zero job creation in the U.S. economy. The markets were closed on September 5th in observance of the Labor Day Holiday.

Virginia and Maryland were amongst the 28 states that the U.S. Bureau of Labor Statistics said had their jobless rates increase in July 2011. Along with D.C., the jurisdictions with jobless rate increases totaled 29.

The bureau also said nine states had rate decreases and 13 had virtually zero change in their unemployment rate.

But Maryland and Virginia posted small rate increases while the District of Columbia showed a rate change that was much higher than in June 2011.

After huge swings in the stock market over the last several days, management at companies in the area find it a good time to stock up

AvalonBay Communities, Inc.  (NYSE:AVB),  Chairman of the Board, Bryce Blair, accumulated almost 18,000 shares through various transactions between the August 9th and 10th.

All-in-all the Chairman of one of the largest multifamily developers in the D.C. area, made transactions (acquiring and disposing) totaling 35,800 shares of Arlington-based AvalonBay stock and got in as low as $48.60.

The proposed merger deal between Baltimore based Constellation Energy and Chicago based Exelon Corporation is still being relentlessly pursued. The merger is planned to close in the first quarter of 2012.

Exelon Corporation released slides reinforcing the merger at presentation during a supplier meeting.

The combined company would have an estimated market value of $35 Billion, a total customer base of 6.6 Million in 44 states and Washington, D.C. The customer base would be supplied over 35,671 megawatts.

It's that time of the year again for one of the most anticipated state business rankings lists. CNBC has released its annual list of “America's Top States for Business” in 2015. States are ranked under ten categories and only one will be victorious. The top state on the list came as a surprise to many, Minnesota jumped from the number six spot in last year's list to become the number one state to conduct business in 2015.

Maryland Governor Larry Hogan stated during his first state of state address, that there is a mass exodus of tax payers, packing their bags and moving to other states. “Our economy is floundering, and too many Marylanders have been struggling just to get by,”… “We’ve had the largest mass exodus of taxpayers fleeing our state, of any state in our region and one of the worst in the nation.” said Governor Hogan.

Maryland's state slot program put in place by Maryland voters continues to increase revenue and add to the states pool of funds for Education to Small and Minority businesses.

Combined revenue reported for the states two casinos totaled nearly $14 million or $13,975,401.29. August total was $13,110,342.46. Hollywood Casino Perryville in Cecil County continued to bring in the bulk of revenue totaling $9,298,288.55. The Casino which opened September 27, 2010 close to the Delaware and Pennsylvania state borders was $206.63 per machine.

A sign of good news about the nations employment situation boosted stocks in morning trading Friday.

The U.S. Bureau of Labor Statistics released its economic news report stating Nonfarm payroll employment increased by 103,000 in September 2011. In August the employment situation showed virtually zero job gains.

While much needed jobs were added, the employment rate held steady at 9.1 percent. The 103,000 figure increase was made possible due in large part to an end of a Telecommunications industry strike in August.

General Dynamics' (NYSE: GD) General Dynamics C4 Systems division received a large five-year contract from the U.S. Army Contracting Command - Aberdeen Proving Ground, Maryland.

Falls Church-based General Dynamics will be involved in the Common Hardware Systems-4 (CHS-4) program.

Nonfarm payroll increased by 117,000 for July , 2011 but the unemployment rate stayed flat at 9.1% or down 0.1% from June 2011.

There were 13.9 Million unemployed persons and 153.2 Million in the labor force. The number of discouraged workers stayed the same as a year earlier totaling 1.1 Million.

Called a win-win for both sides of the political spectrum, a bipartisan debt deal was reached by congress and President Obama, hours before a Tuesday deadline that would trigger U.S. default for the first time ever. All in all the agreement would put domestic spending at a level so nominal, it has not been reached since Dwight D. Eisenhower was president during the 1950s.

The debt crisis has been adverted with an authorization by the President to raise the debt limit by $2.1 Trillion. It will erase any further increases until 2013.

Preliminary results show that the unemployment rate in Washington, D.C.  jumped from 9.8% in May 2011 to 10.4% in the most recent report in June 2011. The same percentage difference occurred between the monthly reports in June 2010 and 2011.

Virginia's unemployment rate was essentially flat at 6.0%. Maryland posted a slight increase to 7.0% in June 2011 from 6.8% in May 2011, it was still down from June 2010 which was 7.4%.

The highest state unemployment rate in the nation was in Nevada at 12.4 %, followed by California which increased to 11.8%.
